Donors must be U.S. citizens or lawfully admitted permanent resident (i.e., green card holders). The contribution must be made from their own funds, and funds not being provided by another person or entity for the purpose of making the contribution. They must be at least eighteen years old and not making the contribution on behalf of a corporation, labor organization, national bank, foreign national without a green card, a federal contractor, or any other federally impermissible source.
